KARI BRUFFET COMMENTS
- Representing Secretary Robert Moser from Greeley. Goal is reforming and transforming Medicaid for Kansas. Not just the "heavy hand" but also the outcome.
- July 1st, Kansas health policy back into cabinet. Combining health with finance side. Change to make more productive and affordable.
- $200 million borrowed from transportation to keep Medicaid as is.
- Partnership with Federal Government: Fed considers "top down" but we’re told how to spend; it’s maintenance of effort on Fed requirements to be in program. Trying to push back, but can’t without a plan.
- Goal is to continual getting out "to meet the folks"---been in Newton, Hutchinson, Ottawa. New to Kansas; from Florida at request of Governor Brownback.
- Introduced staff with him: Melissa Ward, Rachel Witt, Phyllis Gilmore.
- Believes in Governor Brownback’s vision and character.
- Six initiatives over eight years. Got to find $200 million each for social rehabilitation services, the largest department under Governor. Education is bigger, but isn’t directly under the Governor’s domain
- Children & Adoption and Disability/Mental Health/Addiction, five state hospitals.
- Hired to transform. Elections do have consequences and we’re going to work our win.
- Discussion of helping health and marriage in state; births out of wedlock. Proven children do better in all areas from healthy marriages. Will support single families, but need to also help keep intact families.
- Adoption: 5% increase in state care. Foster care: second best in country of those in care. Too few leaving.
- Outreach, Faith-based: Credibility, know problems in communities; partner with successful churches and groups with separation of state.
- Accountability a main goal. Money’s been wasted in past with no accountability. Want to show true outcome; how many lives transformed? How many in work force? Numbers themselves mean nothing—it’s the people themselves.
- Fraud and abuse. Fraud ring in Wichita discovered and handled.
- Stopped serving on SRS paid position boards. Grant goes to groups/appearance of corruption and conflict of interest.
- Government not to provide services but to see that they’re provided.
- Poverty guidelines; state’s hands "tied" by Feds. No say.
- Temporary assistance for needy families; drug testing for welfare. Will be sanctioned for a year. Done in Florida.
- Welfare recipients have been caught selling their cards, claiming they’re lost. Action to Recovery given to individuals, direct computer infusion of money.
- HHS letter, Medicare vision. Governor to Sebelius "Partnership to be equal." Her "What groups do you want to kick out in the streets?" approach.
- Idea is to be free from Federal restrictions in Medicaid. Illegals out of "SNAP" program. Begin counting full income; has authority. Some gaming the system with lies of their income; require states to work with IRS; students and wealthy widows for example. Idea to stop bureaucracy decisions in WDC.
- Jim Kallinger may join staff here in Kansas from Florida; helped reduce 30,000 to 18,000 foster families; no longer languishing. "Forever Families"
- Illegals with unassigned social security numbers: our duty to withhold if not qualified; no money for those not legally entitled..
